Rail connectivity to be extended upto Tawang: Rijiju

BOMDILA, Aug 11: Rail connectivity would be extended up to Tawang and beyond in the coming days and each and every village in the state would be connected by motorable roads irrespective of the existing population criteria, said Union Minister Kiren Rijiju after flagging off the new train service from Bhalukpong to Dekargaon at Bhalukpong station yesterday.

Rijiju said the train would be of great help to the people of the hill areas of West Kameng district and also part of East Kameng and Tawang districts.

He said it would also help security personnel travelling to the border areas with China and to carry essential goods to far-flung areas.

Railway Minister Suresh Prabhu had earlier in the day flagged off the train by remote video link at New Delhi.

Addressing the huge gathering of people both from Assam and Arunachal, Kiren assured that the interest of the north-east people would be taken care of.

“No stone would be left unturned and every possible effort would be made to ensure welfare of the North-East states and its people,” he assured.

Assuring a series of developmental projects for the area which is the gateway to the three districts of the states West Kameng, East Kameng and Tawang, Kiren viewed that such projects would be a success, only if a conducive atmosphere is created and maintained.

An accord veiled in secrecy

[ Tongam Rina ]

The recent "peace accord" between the Nationalist Socialist Council of Nagaland (NSCN-IM) led by Isak Chishi Swu and Thuingaleng Muivah and Govt of India, termed historic by the Prime Minister Narendra Modi has been welcomed with caution. Details/clauses of the accord have not been made public as yet even after passage of a week so it is rather premature to comment but anything veiled in secrecy and intrigue never did anyone any good.

The first round of strong dissent has already been witnessed with Chief Ministers of Arunachal Pradesh, Assam and Manipur making it clear that they were not informed or consulted about the peace accord. Such conceited behaviour by the centre is sure to rub everyone the wrong way and sure it did.   Over the years, one of the main demands of NSCN (IM) is integration of all Naga-inhabited areas including those of Arunachal Pradesh, Assam and Manipur. The demand is deeply opposed by these three states. On the other hand, Nagaland Assembly has endorsed the integration of all Naga-inhabited areas under one administrative umbrella many times, the latest being on 27 July 2015.

Now, if indeed this particular demand is included in the clause that is being worked out between the centre and NSCN-IM, there is going to be heavy repercussions. If the centre and NSCN (IM) is really keen on lasting peace, the states that are bound to be affected in one way or the other must be made partners, forgetting political affiliations.  Unlikely but not impossible.

The Naga movement itself have not been devoid of contradictions and bloody factional fights with everyone wanting to play the lead role but with little or no success.

The fierce turf war between NSCN-IM and the NSCN-K led by S S Khaplang since their acrimonious split in 1988 has been deadly. More than anyone, the centre should know from its experiences that despite ceasefire with these two leading factions in 1997 and 2001 respectively, the factions have continued to indulge in inter-factional killings. And the fact that Khaplang abrogated the ceasefire this March cannot be ignored. Though reported to be ailing, he continues to have strong support base in Nagaland, Arunachal and Myanmar and the group is not going to stay quiet given its recent violent activities in Arunachal, Nagaland and Manipur.

The people of Tirap, Changlang and Longding have seen the turf war up and close and continue to suffer, caught between the warring groups as well as the Indian Army. The coming days are not going to be any easier for the people of these three districts, even if they are not willing to be party to any of the factions.

Under such circumstances, Centre which seems to be in extreme hurry should not forget to listen to all concerned. If it has to be fair to the struggling yet divided Nagas, it must be fair to the unarmed but struggling other people too.

Terminate MoU with Pawan Hans: AAPSU

ITANAGAR, Aug 11: All Arunachal Pradesh Students Union (AAPSU) has submitted a representation to the Chief Minister demanding immediate termination of the MoU signed with Pawan Hans Ltd.

“The Pawan Hans Helicopter Limited has become synonymous with flying coffin in our state”, AAPSU said in its representation. Referring to earlier chopper crashes in the state, AAPSU said Late Dera Natung, the then education minister along with Late Sangey Laden, Secretary Education was killed in a Pawan Hans crash near Sessa in West Kameng in 2001, in 2011, 17 passengers died in a crash at Tawang and again in April 2011, former Chief Minister Dorjee Khandu lost his life in a copter crash. “These incidents should have been enough to awaken the state government from deep slumber, but to our utter surprise, the so called ‘flying coffin’ is still flying and killing people in our state,” the AAPSU rued. When will the Govt. act on erring private schools?

[ Karda Natam ]

DAPORIJO, Aug 11: Education is now becoming a way of minting money in the country and Arunachal Pradesh is not exceptional. The virus of commercialisation of education has allegedly entered through the private schools that have mushroomed in every nook and corner of the state and has become a cause of serious concern.

Upper Subansiri is one such district where numerous private schools can be witnessed doing lucrative business. Most of these schools are not following the norms of running private schools in the state. These schools are devoid of basic facilities like separate bathroom, toilet for boys and girls, emergency exit doors, fire extinguishers, emergency exit doors, playground for physical education, library, laboratory and so on.

These schools are minting money from the parents but do not provide the basic facilities, including nutritious and hygienic food to the hostel boarders.

The parents and guardians of many students, whose wards live in hostels, also complained of poor hostel management. Many minor boarding students of a school were reportedly ill due to malnutrition. One of the suffering students alleged that they are served only rice, dal and potato as their meal throughout the year.

Further, there are many schools in Upper Subansiri which are not recognized by the state govt. or CBSE. Recently, 13 such unrecognised schools in the district have been identified.

The parents and guardians often fall prey to false promises of management or owners of such school and get their wards enrolled in those schools.

The management or owners of those schools lure the parents and guardians to provide their wards with the best education. It is also doubtful whether the teachers they engage are qualified ones.  It was revealed after investigation that many teachers presently serving in many private schools in Upper Subansiri are undergraduates. These teachers teach students of Class X and XI. Now a layman can easily gauge the quality of education being imparted to the students in those schools.

Isn’t it the duty of the Govt. of Arunachal Pradesh to look into this serious matter?

Time has come to tighten the noose on those private schools before it is too late.

Citing the criminal activities including the alleged murder of an assistant teacher of Govt Higher Secondary School, Mechukha in recent past, Sona said the lone Police Station in the entire sub-division needs immediate up-gradation. Due to lack of proper infrastructure and inadequate manpower the police personnel deployed in Mechukha Police Station face lots of difficulties and hardships in tackling law and order problems of such a vast area, the MLA said.

He further said that the sub-division police completely depend on the district headquarters for all kind of supports and backups, adding in order to maintain the law and order and provide better administration the need of the hour is to upgrade the existing police station with adequate manpower equipped with modern technologies.  Sona disclosed that he has raised this issue with Chief Minister Nabam Tuki and Director General of Police on Monday and they assured him that the Govt would look into the matter.”

Meanwhile, taking serious note of the recent alleged murder of Kali Bulo, an assistant teacher of Govt Higher Secondary School, Mechukha, who was found dead under mysterious circumstances in his quarter on August 5 last morning, the MLA called upon the law enforcing authorities not to leave any stone unturned to arrest the culprits involved in the murder incident.

However, he appealed the civil societies and students to maintain peace and not to take law in their hands. “Irrespective of any caste, community, tribe, religion or region the criminal is criminal and deserves punishment as per law of the land,” he added.

Improve air & road connectivity

All of a sudden connectivity seems to be the buzz word in North East region. Rail connectivity in Arunachal Pradesh received major boost when Naharlagun-New Delhi AC train service was flagged off on 20th February this year by Prime Minister Narendra Modi. This train has become quite popular among the masses and now majority of the people use this train to travel to national capital. In another landmark step towards enhancing rail connectivity in Arunachal Pradesh and the northern banks of Assam, railway minister Suresh Prabhu on Monday flagged off the Guwahati-Murkongselek Intercity Express and Dekargaon-Bhalukpong Passenger Service from New Delhi. Murkongselek station is located only few kilometres away from the Arunachal Pradesh border, while Bhalukpong is in West Kameng district.

The starting of two new train services has come as boon for the people of state. The government of India should give emphasis on improving road connectivity in north east region. Especially interstate road connectivity should be improved at the earliest. Also air connectivity needs urgent attention in Arunachal. Even though works under advance landing grounds are progressing in good pace, the green field airport at Hollongi is not picking pace. The project is getting delayed excessively much to the discomfort of the people of Arunachal. It is well known that during monsoon season most of the roads get destroyed. Many areas remains cut off for months. Therefore it becomes more important to improve the air connectivity.

They earn at our costs

Dear Editor,

What N.Torun has written in your August 10 edition is 101% correct. Yes, it’s very true that the NIEMS institute which promises to provide Tourism, Hospitality and, Management courses in Jorhat is fake and I have personally faced and experienced the problems 3 years back. Here’s what happened.  After graduation I couldn’t find masters course in Tourism in RGU. So, peeping into the paper I found NIEMS advertised in the paper. The pressure of not getting admission anywhere paved my way to NEIMS. The following day I went to the agents in SC continental where I was told to pay a sum of 10,000/- as booking for seeking admission. I was told the amount will be refunded if I dont like the college within a week. When I reached NIEMS I could see that the infrastructure was not at all good, hostel facility was ridiculous. It’s all fictitious. How can a management college be so small with less students and poor staffs provide quality education? I could not see any bright side in the college. Then and there I decided to leave and asked for refund of fees.  All I was told was ‘’no refund once admitted “. I was begging the manager to refund the fees so that I could use it for getting admission in some other institute, because I know my family background is pathetic.

However, I couldn’t recover it and that day I had made the best decision by leaving the college. This is an appeal to all my Arunachalee brothers and sisters to be aware of such fake institutions.  If not, they will earn and we will weep.  I also request the media to research before giving misleading ads. I believe fake institutes like NEIMS will be looked into.

Yours,

Boni Taka

Accord for all

Dear Editor,

Kudos to all the interlocutors who were engaged in these protracted talks with Nagas, which delivered a “Framework Agreement” on August

03.

It has been just a week, but there is an intense concern voiced over the past few days by the CM’s of Arunachal, Assam and Manipur of not being consulted before the pact was signed. But the concerns seem just a fragment of stalemate situation in the Parliament, as Mr Tuki himself tweeted on August 05th that he welcomes the resolution of Naga political issue, which was later

deleted. And more over the Naga peace talks were started and intensified under the Congress government to which they have seen it more closely than the present government.

We must understand that the present framework agreement is just a “prelude” to the final accord and we hope that all the stakeholders will be taken into account till they reach final decision. So, it will be immature and futile to comment on this juncture. Although the silence over the content of the accord has created apprehension, which was always there. As one of the

primary demands of NSCN was geographical integration of all the Naga inhabited areas. But as PM stated that this accord is in keeping with “equality, respect, trust and confidence”.

We believe that his words will serve not only to the Nagas but all the neighbouring states as well.

Yours,

Budhi Byai.

Dispense hundreds too

Dear Editor,

Through the column of your esteemed daily, I would like to draw the kind attention of Branch Manager of respective branches of State Bank of India in capital region, about the minimum withdrawal of SBI ATMs where denomination starts from Rs 500 note.

Students face great deal of difficulty because every SBI ATM dispenses denomination of Rs 500 and Rs 1000 notes only.

Most students have bank balance less than Rs 1000 and the withdrawal of Rs.500 every time we go the ATM is so unfair when it’s not required.

SBI may please start dispensing Rs.100 other than Rs 500-1000 in every ATM at the earliest.

Yours,

Sang Khandu Thongdok

Nirjuli
